Judging by Iran's past moves, I would say they don't care who is in office or who will be so much as what they can gain by the reaction to testing their missile. They would have tested it if McCain had been elected, though the timing may have been different.
However, I find it interesting that they fired it so soon after the election. I think it likely that they are probing for a reaction from Obama and his camp. If they find that Obama doesn't care, they will take bolder action in the future. If they find that he does something effective to deter them, they will back off a little. Sadly, I don't think we need to worry about the latter. I think Iran will walk all over Obama and Obama will keep trying to appease.
There are also some other interesting developments on the international scene. Raul Castro is going to Russia sometime in the next year, and Vladimir Putin seems to want his old job back. I don't think there is coincidence in any of this. I think we will see more countries press the advantage against the U.S. because they know that for at least the next four years, and it could be eight, Obama will not fight back. He will talk and appease. One event after another will be mishandled, and when conservatives raise their concerns, they will be told to sit in the corner.
To conclude, I think Iran and other countries will continue to do these things because Obama has told them he won't take a hard stance with them. I believe we would have seen less of this with McCain as the president elect.
